Interview with Spectra Analysis’ Angela Chouaib on changes to UK asbestos regulations.
Refurbishment and Demolition Surveys have been carried out as ‘Type 3’ surveys since the introduction of MDHS 100 in July 2001. This document provided advice and methodology for surveyors engaged in all asbestos survey types. However, the guidance for Type 3 Surveys was nominal which inevitably led to varying degrees of inspection procedures by the surveying companies.
The Health & Safety Executive have now issued Asbestos: The Survey Guide (HSG264)1 which was published on January 29th January 2010. The new guidance is specifically aimed at surveyors who carry out asbestos surveys and those who commission the surveys. (Client / Duty Holders)
The client/duty holder has been given more guidance in the selection of the inspection body/surveyor and their own responsibilities under the Control of Asbestos Regulations 2006 reinforced.

The surveying issue is certainly a problem area for some organizations as UKAS companies don’t always have good surveyors. We assess the surveyors carrying out the surveys and ask to see samples of their reports.
Although P402 may to some people not seem much of a qualification. There are surveyors with this qualification who with the right level of experience who certainly ‘fit the bill’.
The Guide has some good points but is still overall a little on the ‘weak side’.
The biggest problem is not enough policing is done to ensure compliance. I read an article which suggested only 35% of non-domestic dwellings in Britain are likely to have a register/management plan and I still go to seminars with other R.S.L’s where organizations are still under the impression they don’t have to comply with this.
We do take asbestos seriously and we had surveys done back in 2003/2004 by a UKAS accredited company and they all had to be re-done because when we audited them there were many discrepancies and cloning of information/pictures etc.
The argument being that having a UKAS company does not guarantee a good survey.
We took the view at Cheviot Homes that to manage asbestos effectively you had to know something about it.
